The establishment of an independent Public Service Commission PSC) under the 17th Amendment to the Constitution marked a new direction for the Public Service of Sri Lanka.

Hence, the task before the new PSC was to create the conditions where the Public Service would be impartial, professional in out look, efficiently, and accountable to the public.
